COUNCIL PROCEEDINGS
CITY OF GRANT, NEBRASKA
April 25, 2017
Mayor Michael Wyatt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on April 25, 2017 at 7:00 p.m. Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, February 22, 2017, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes. Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting. All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.
Mayor Michael Wyatt announced the posting of the Open Meetings Act and its location.
Roll call: Present Council members: Bounds, Brueggeman, Greenwood, Pierce & Mayor Wyatt.
Others present: City Administrator Dana Harris, City Clerk/Treasurer Jessie Faber, Attorney, Phil Pierce, et al.
The motion was made by Brueggeman and seconded by Bounds to approve the agenda as presented.
Roll call vote: Yeas – all present. Nays – none. Motion carried.
A motion was made by Pierce to approve the minutes of the April 11, 2017 meeting and waive the reading and seconded by Bounds.
Roll call vote: Yeas – all present. Nays – none. Motion carried.
COMMUNICATIONS: Mayor, Wyatt asked the public to please take the time to fill out the Perkins County Housing Study Survey for Southwest Nebraska Community Betterment Corporation. For this survey they need a response of 100 surveys and it is used to receive grants for housing. The surveys are on the counter or they can also be filled out online. City Administrator, Dana Harris informed the council that the office will be closed on April 28th to observe Arbor Day. The tree board Arbor Day program has been moved to May 1st at 1:00 p.m. The Arbor Day program will not be held on April 28th as originally planned. Harris said that the Lions Club is still planning to have the park cleanup on Saturday, but may move it to May 6th if it is raining. Harris informed the council of two upcoming meetings, the library board meeting will be May 10th at 7:00 a.m. and the CRA board meeting will be May 11th at 1:00 p.m. Council Member, Greenwood asked how do you get an agenda item on the agenda for a Council Member. Mayor, Wyatt told him that he could contact him directly to discuss items to be placed on the agenda.

Council member, Bounds – none. Council member, Pierce – none. Council member, Brueggeman – gave an update on the tree board arbor day project. Council member, Greenwood – none.

UNFINISHED BUSINESS:
Action on Personnel Policy Revision Contract with Municipal Code Services – No Action Taken.
NEW BUSINESS:
Action on Ordinance 17-04-01 – Creation of Northside Water Extension District – City Clerk, Jessie Faber read the first reading of Ordinance 17-04-01 “AN ORDINANCE OF THE CITY OF GRANT, PERKINS COUNTY, NEBRASKA, CREATING AN EXTENSION WATER DISTRICT TO BE KNOWN AS THE GRANT NORTH SIDE WATER EXTENSION DISTRICT, ORDERING THE CONSTRUCTION AND/OR IMPROVEMENTS OF A WATER MAIN TO SAID DISTRICT AS STATED IN THE ENGINEERING PLANS AND SPECIFICATIONS FOR SUCH EXTENSION DISTRICT, INCLUDING TERMINAL POINTS OF THE MAIN, AND STATING THE OUTER BOUNDARIES OF THE DISTRICT; IDENTIFYING THE ASSESSMENT PROCEDURES; TO REPEAL ALL OTHER ORDINANCES AND RESOLUTIONS, OR PARTS THEREOF IN CONFLICT; AND TO PROVIDE WHEN THIS ORDINANCE SHALL BE IN FULL FORCE AND EFFECT.”
Action on South Side Water – Discussion took place with the property owners that were present on their plans of water service to the individual properties with an estimated completion date on those plans. No Action Taken.
Action on Personnel Manual Update Proposal from Glenn Pelster – A motion was made by Greenwood to approve Mr. Pelster’s proposal for personnel manual update and seconded by Bounds.
Roll call vote: Yeas – all present. Nays – none. Motion carried.
Action on Request to be Placed on the Agenda – Ashley Miller – Ordinance Change to Allow Pet Mini-Pig – Ashley Miller presented information she had on mini-pig’s and answered any questions the council had on her request to have them Change the Ordinance to allow Pet Mini-Pig. No Action Taken.
Action on Resolution 2017-04-01 – Declaration of Nuisance 401 East 8th – A motion was made by Pierce to approve Resolution 2017-04-01 Declaration of Nuisance Property at 401 East 8th and seconded by Bounds.
Roll call vote: Yeas – all present. Nays – none. Motion carried.
The Resolution will be published in pamphlet form.
Action on Resolution 2017-04-02 – Declaration of Nuisance 986 Hancock – A motion was made by Pierce to approve Resolution 2017-04-02 Declaration of Nuisance Property at 986 Hancock and seconded by Bounds.
Roll call vote: Yeas – Bounds, Greenwood & Pierce. Nays – Brueggeman. Motion carried.
The Resolution will be published in pamphlet form.
Action on Arbor Day Proclamation – A motion was made by Brueggeman to allow the Mayor to sign the Arbor Day Proclamation and seconded by Greenwood.
