Council Minutes - March 28, 2017

COUNCIL PROCEEDINGS

CITY OF GRANT, NEBRASKA

March 28, 2017

 

            Mayor Michael Wyatt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on March 28, 2017 at 7:00 p.m.  Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, February 22, 2017, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting.  All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.

Mayor Michael Wyatt announced the posting of the Open Meetings Act and its location.

Roll call:  Present Council members:  Brueggeman, Greenwood, Pierce & Mayor Wyatt.  Absent: Bounds.

Others present:  City Administrator Dana Harris, City Clerk/Treasurer Jessie Faber, Attorney, Phil Pierce, et al.

The motion was made by Pierce and seconded by Brueggeman to approve the agenda as presented.

Roll call vote:  Yeas – Brueggeman, Pierce & Wyatt. Nays – Greenwood.  Motion carried.

A motion was made by Pierce to approve the minutes of the March 14, 2017 meeting and waive the reading and seconded by Brueggeman.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

COMMUNICATIONS:  City Administrator, Dana Harris informed the council that the tree board will meet at 4:00 p.m. April 4th.  The tree board is planning an Arbor Day Activity for April 28th.   The Lions Club will be working on the park turn around on April 29th and will be looking for additional volunteers.    Dana also informed the council that the City insurance will be going out to bid with the bid opening set for May the City’s insurance renewal date is June 1st.  Dana informed the council that at the next meeting a Code Book update proposal will be on the agenda and a sample book may be reviewed at City Hall.  Mayor, Wyatt asked for an update on the water meter project.  Dana said that Myers Construction is getting very close to finishing up the side streets and will begin on Main Street soon.

 

STANDING COMMITTEE REPORTS: 

Council member, Bounds – none. Council member, Pierce – none. Council member, Brueggeman – gave an update on the tree board meeting. Council member, Greenwood – none.

 

FINANCIALS - Acknowledged as received.

 

UNFINISHED BUSINESS:

Action on Request to Drill a Well from Pamela Murphy and Mark Cunningham – A motion was made by Greenwood to table the request to drill a well from Pamela Murphy and Mark Cunningham and seconded by Brueggeman.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

NEW BUSINESS:

Action on Out of Town Water Meters – Discussion took place on the status of the exploration of the water line and if any timeline date needed to be set. Attorney Glenn Pelster spoke for the customers outside city limits and explained what the status was on the customer’s side with the water line exploration.  No Action was Taken.

Action on Bills and Claims –  AFLAC, employee benefits – 344.70; Ag Sales and Service, Inc., supplies & repairs – 80.99; Gary Beckler, dues & training – 190.11; DHHS Division of Public Health, dues & training & professional Services – 121.02; Jessie Faber, dues & training – 176.55; Hometown Agency, insurance – 351.00; Ivy Funds, retirement – 1,045.30; MEAN, transmission charge  – 107,775.29; Municipal Supply, Inc. of NE, supplies – 560.85; Nebraska Department of Roads, maintenance – 1,370.00; Nebraska Public Health Environmental, lab & well tests –46.00; PLIC – SBD Grand Island, employee benefits – 126.00; Specialized Engineering Solutions, professional services – 3,820.00; Western States Bank, employee benefits – 482.50; Nebraska Department of Revenue, sales tax – 11,009.18; United States Treasury, federal tax withholding – 3,274.35; Overtime Wages 3/1-3/15 – 240.57. Total Bills and Claims $131,014.41.

 

The motion was made by Pierce and seconded by Brueggeman to approve the Bills and Claims in the amount of $131,014.41.

Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

 

Brueggeman, Greenwood & Pierce reviewed the bills and claims prior to the meeting.

 

Mayor Michael Wyatt adjourned this meeting of the Grant City Council at 8:11 P.M.
