COUNCIL PROCEEDINGS
CITY OF GRANT, NEBRASKA
November 23, 2010
Mayor Michael Wyatt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on November 23, 2010 at 7:00 p.m. Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, November 18, 2010, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes. Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting. All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.
Mayor Wyatt announced the posting of the Open Meetings Act and its location.
Roll call: Present Council members: Hansen, Pick, Pierce, Pofahl, and Mayor Wyatt.
Others present: City Administrator Tyson McGreer, City Clerk/Treasurer Jessie Faber, City Attorney Phil Pierce, et al.
The motion was made by Pofahl and seconded by Hansen to approve the agenda as presented.
Roll call vote: Yeas – all present. Nays – none. Motion carried.
A motion was made by Pierce to approve the minutes of the November 9, 2010 meeting and waive the reading seconded by Hansen.
Roll call vote: Yeas – all present. Nays – none. Motion carried.
COMMUNICATIONS: City Manager, Tyson McGreer, informed the council of an upcoming airport advisory meeting on December 2nd. Tyson explained the e-mail sent out on the storm water theory to keep in mind for future improvements. The Park bid will be advertised and opened the first meeting in January. Another section of fence at the cemetery has been donated and will be placed on the south side of the cemetery once it gets warm enough to pour concrete. Tyson wanted the council to know he spoke with Glen about running a efficiency test on the well at the Golf Course and one had not been done for many years, so they will be running one this year to give us a better idea of how the well is and make sure nothing needs repaired. Also Tyson said he has not been able to contact the truck driver’s by phone that the council wanted him to talk to about possible other options of parking. Mayor, Mike Wyatt, informed the council we have many open seats on city boards and if anyone has someone in mind for a board to let him know, so he can get the committee seats filled.

Action on Keno Request Perkins County Area Arts Council – A motion was made by Pierce to approve $900.00 to Perkins County Area Arts Council for video equipment and seconded by Pick.
Roll call vote: Yeas – Pick, Pierce & Pofahl. Nays – Hansen. Motion carried.
Action on Keno Request Perkins County Senior Center – A motion was made by Pierce to approve $2,500.00 to Perkins County Senior Center for help with building insurance. Motion failed due to a lack of a second.
Discussion on Absentee Fees on Utilities (Water, Sewer, Trash) – The council discussed possible changes and chose to leave as is in the code book currently.

Action on Bills and Claims – A/C The Depository Trust Company, sewer bond payment – 24,368.75; AFLAC, employee benefits – 480.13; William Besarick, airport contract – 583.33; Blue Cross Blue Shield of NE, employee benefits – 4,355.34; City of Grant, transfer of funds – 160,000.00; County Supply, supplies – 133.11; Grant Rotary Club, dues – 126.50; Inland Potable Services, professional services – 2,950.00; Ivy Funds, retirement – 718.70; MEAN, transmission charge – 53,884.82; Mastre Homes, refund overpayment – 43.10; Nebraska Department of Environmental Quality, water note payment – 12,064.26; Nebraska Department of Aeronautics, supplies & maintenance – 2,384.76; Nebraska Public Health Environmental, lab & well tests – 32.00; Source Gas, utilities – 491.81; Visa, supplies & repairs – 136.41; Nebraska Department of Revenue, sales tax – 4,476.47; United States Treasury, federal income tax withholding – 2,354.01; Overtime Wages 11/1 to 11/15, 197.34. Total Bills and Claims $269,780.84.
The motion was made by Hansen and seconded by Pick to approve the Bills and Claims in the amount of $269,780.84.
Roll call vote: Yeas – all present. Nays – none. Motion carried.
Hansen, Pick, Pierce & Pofahl reviewed the bills and claims prior to the meeting.
Mayor Wyatt adjourned this meeting of the Grant City Council at 7:36 P.M.
