COUNCIL PROCEEDINGS
CITY OF GRANT, NEBRASKA
March 9, 2010

            Mayor Michael Wyatt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on March 9, 2010 at 7:00 p.m.  Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, March 4, 2010, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting.  All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.
Mayor Wyatt announced the posting of the Open Meetings Act and its location.
Roll call:  Present Council members:  Hansen, Pick, Pierce, Pofahl, and Mayor Wyatt. 
Others present:  City Administrator Tyson McGreer, City Clerk/Treasurer Jessie Faber, City Attorney Phil Pierce, et al.
The motion was made by Hansen and seconded by Pick to approve the agenda as presented.
Roll call vote:  Yeas – all present. Nays – none.  Motion carried.
A motion was made by Pofahl to approve the minutes of the February 23, 2010 meeting and waive the reading and seconded by Hansen.
Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

COMMUNICATIONS:  City Manager, Tyson McGreer, informed the council of upcoming meetings for the Library Board, Planning & Zoning Committee, Airport Committee, & Tree Board.  Tyson also informed the council that they were invited to attend the Perkins County Planning Commission Town Hall meeting on March 22nd at 6:30 p.m. at the Zion Lutheran Church. Tyson gave the council an updated on the water project. Tyson also reminded the council of the Council Retreat on March 20th at 8:00 a.m.  Tyson informed the council that the airport paving project will not be able to happen this year, but we will have to do some concrete patches to get us through this year.  Also Tyson is looking into possibilities on crack sealing for street repair.  Council Member, Darrell Pierce asked about the snow policy that had been brought up at the last meeting. Tyson said we did locate the snow policy and described what the policy detailed.

Council member, Hansen –library meeting will be tomorrow. Council member, Pofahl – none.  Council member, Pick – gave an update on the cemetery.  Council member, Pierce – none.

Resolution 10-03-01 Park and Rec Fees – A motion was made by Pofahl to approve Resolution 10-03-01 and seconded by Hansen.

RESOLUTION NO. 10-03-01
RESOLUTION APPROVING RECREATION FEES
FOR THE CITY OF GRANT, NEBRASKA

            The Mayor and Council of the City of Grant (hereinafter the City), in regular session assembled at the City Office Building in Grant, Nebraska on this 9th day of March, 2010, hereby resolve as follows:

WHEREAS, The City of Grant provides recreational activities including (but not limited to) facilities, maintenance and staffing for said recreational activities; and

WHEREAS, the City believes it should recoup some of its costs for recreational activities provided and must do so by the collection of fees for that purpose.

            NOW, THEREFORE BE IT RESOLVED by the governing body of the City of Grant, Nebraska that effective March 9, 2010, Recreation Fees shall be as follows:

Pool Pass Fees:  Family $75.00, Adults $40.00, Students K-12 $35.00, Senior Citizens $35.00.

Daily Pool Fees:  Adults $3.00, Students K-12 $2.00, Senior Citizens $2.00.

Swim Aerobics Registration Fees:  Annual Pool Pass Holders Free, Season $20.00 + daily pool fees.

Red Cross Swimming Lesson Registration Fees:  First Child $20.00, Second Child $15.00, Each Additional Child $10.00.

Baseball/Softball Registration Fees:  First Child $25.00, Second Child $20.00, Each Additional Child $15.00, Additional Late Fee Charged If Received After Deadline $15.00.

Winter Basket Ball Registration Fees:  First Child $20.00, Second Child $15.00, Each Additional Child $10.00, Additional Late Fee Charged If Received After Deadline $15.00.

            BE IT FURTHER RESOLVED that this Resolution shall take effect and be in full force from and after its passage, approval and publication as required by law.

Resolution 10-03-02 Cemetery Regulations – A motion was made by Pierce to table the cemetery regulations until corrections & revisions are made and seconded by Pick.

Request for Temporary Liquor License (Cactus Palace) – A motion was made by Pierce to approve the temporary liquor license to Cactus Palace for the Pheasants Forever Banquet and seconded by Hansen.

Mayor Wyatt adjourned this meeting of the Grant City Council at 8:13 P.M.
