COUNCIL PROCEEDINGS
CITY OF GRANT, NEBRASKA
June 23, 2009

            Mayor Michael Wyatt convened a meeting of the Council of the City of Grant, Nebraska in open and public session on June 23, 2009 at 7:00 p.m.  Notice of this meeting was given in advance by publication in the Grant Tribune Sentinel, the City’s designated method for giving notice, June 18, 2009, and members of the City Council and a copy of their Acknowledgment of Receipt and the Agenda are attached to these minutes.  Availability of the Agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting.  All proceedings hereafter shown were recorded while said meeting was open to the attendance of the public.
Mayor Wyatt announced the posting of the Open Meetings Act and its location.
Roll call:  Present Council members: Hansen, Pick, Pierce, and Mayor Wyatt.  Absent: Pofahl
Others present:  City Administrator Tyson McGreer, City Clerk/Treasurer Jessie Faber, City Attorney Phil Pierce, et al.
The motion was made by Hansen and seconded by Pick to approve the agenda as presented.
Roll call vote:  Yeas – all present. Nays – none.  Motion carried.
A motion was made by Pierce to approve the minutes of the June 9, 2009 meeting as corrected and waive the reading seconded by Hansen.
Roll call vote:  Yeas – all present. Nays – none.  Motion carried.

COMMUNICATIONS:  City Manager, Tyson McGreer, informed the council of upcoming meetings for the budget workshop June 30th, tree board July 2nd, library July 8th, cemetery July 14th and economic development July 10th. Tyson also informed the council the armor coating is suppose to start Thursday and will be applied to the streets on the Westside of town.  Also, hopefully everyone read the article about the new recycle dumpster that U.S. Recycling has placed in our community.  The city office will be closed on July 3rd to observe Independence Day which fell on a Saturday this year.  Tyson talked to Rita Long at the courthouse and she will be able to make us id badges like the courthouse has for identification in case of an emergency.

STANDING COMMITTEE REPORTS: 
Council member, Hansen – reported on the economic development meeting.  Council member, Pofahl – none.  Council member, Pick – reported on the cemetery meeting. Council member, Pierce – reported on the library board meeting.

Action on Temporary Liquor License for Boot Leg Bar – A motion was made by Pierce to approve the temporary liquor license for the county fair and seconded by Hansen.
Roll call vote:  Yeas – all present.  Nays – none. Motion carried.

Action on Ordinance 09-06-02 Annexation of City Boundaries – City Clerk, Jessie Faber read the first reading of Ordinance 09-06-02 “An Ordinance annexing and identifying the boundaries of the corporate limits for the City of Grant; providing for the filing at the register of deeds office for Perkins County, Nebraska, repealing all resolutions or ordinances in conflict; and stating the date the ordinance becomes effective.”

Action on Bills and Claims –  Action Accents, supplies – 164.50; AFLAC, employee benefits – 394.49; American Red Cross, dues & training – 85.00; William Besarick, airport contract – 583.33; Cash-Wa Distributing, supplies – 767.35; City of Grant, postage – 55.23; Ken’s Electric, maintenance – 60.00; Nebraska Public Health Environmental, lab & well tests – 32.00; Ogallala Ready Mix, armor coating gravel – 6,706.40; Source Gas, utilities – 1,835.40; Uehling Total Turf, maintenance contract & services – 1,833.33; Nathan Van Houton, utilities refund – 23.50; Waddell & Reed, retirement – 698.11; Winfield Solutions LLC, chemical – 237.77; Yant Testing, Supply & Equipment Inc, fuel pump – 2,800.00; Nebraska Department of Revenue, sales tax – 4,789.31; United States Treasury, federal income tax withholding – 2,904.09; Overtime Wages 6/1 to 6/15, 611.63. Total Bills and Claims $24,581.44.

The motion was made by Pick and seconded by Hansen to approve the Bills and Claims in the amount of $24,581.44.
Roll call vote:  Yeas – all present.  Nays – none.  Motion carried.

Hansen, Pick and Pierce reviewed the bills and claims prior to the meeting.

Mayor Wyatt adjourned this meeting of the Grant City Council at 7:40 P.M.
